簡(jiǎn)要規(guī)格描述或項(xiàng)目基本概況介紹、用途：***《關(guān)于專題研究南匯新城鎮(zhèn)區(qū)域城市精細(xì)化管理技術(shù)輔助服務(wù)的工作提示》要求，由城安辦牽頭落實(shí)南匯新城鎮(zhèn)城市精細(xì)化管理技術(shù)輔助服務(wù),實(shí)現(xiàn)南匯新城鎮(zhèn)全域覆蓋。 擬通過(guò)購(gòu)買服務(wù)的方式部署約16個(gè)無(wú)人機(jī)庫(kù)，實(shí)現(xiàn)南匯新城鎮(zhèn)全域覆蓋；機(jī)庫(kù)所配套的無(wú)人機(jī)續(xù)航時(shí)間不少于50分鐘，系統(tǒng)具備分級(jí)操控的功能；并提供多旋翼和長(zhǎng)續(xù)航無(wú)人機(jī)手飛服務(wù)400余架次。在南匯新城鎮(zhèn)鎮(zhèn)域內(nèi)主動(dòng)發(fā)現(xiàn)、快速推送、高效處置閉環(huán)管理。

Brief specification description or basic overview of the project:***uirements of the 26th issue of the Management Committee of Lingang New Area in 2025, titled "Work Tips on Special Research on Technical Assistance Services for Regional Urban Fine Management of Nanhui New Town", the Urban Safety Office will take the lead in implementing technical assistance services for urban fine management of Nanhui New Town, achieving full coverage of Nanhui New Town. We plan to deploy approximately 16 unmanned aircraft hangars through purchasing services to achieve full coverage of Nanhui New Town; The endurance time of the unmanned aerial vehicles equipped in the hangar shall not be less than 50 minutes, and the system shall have the function of graded control; And provide over 400 multi rotor and long-range unmanned aerial vehicle pilot services. (c)本項(xiàng)目的特定資格要求：（1） 須系我國(guó)境內(nèi)依法設(shè)立的 ******分公司 以自己名義參加采購(gòu)活動(dòng)）；（2）具備民用航空管理部門頒發(fā)的《民用無(wú)人駕駛航空器運(yùn)營(yíng)合格證》；（3）符合《關(guān)于對(duì)接國(guó)際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則推進(jìn)試點(diǎn)地區(qū)政府采購(gòu)改革的指導(dǎo)意見(jiàn)》（滬財(cái)采 〔2024〕12 號(hào)）第 17 條規(guī)定的供應(yīng)商，不得參加本項(xiàng)目的采購(gòu)活動(dòng)；（4）本項(xiàng)目不允許轉(zhuǎn)包。

(c)Specific qualification requirements for this program:(1) It must be a legal entity established within the territory of China in accordance with the law (this project does not accept branch offices to participate in procurement activities in their own name); (2) Having the Civil Unmanned Aerial Vehicle Operation Certificate issued by the Civil Aviation Administration; (3) Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project; (4) This project does not allow subcontracting.
